然而，為保障總統和相關人員安危，倘若目的地是位於伊拉克等高風險地區，行程多半採事前保密機制，像是2018年聖誕節後、川普（Donald Trump）與梅蘭妮亞（Melania Trump）突訪伊拉克基地一樣，不僅給美軍一個驚喜、卻也一度對伊拉克造成「驚嚇」。

先抵達庫德斯坦拉攏盟友

《美國之音》（VOA）報導，在感恩節前夕、美國副總統彭斯（Mike Pence）和夫人凱倫（Karen Pence）23日祕密搭乘C-17「全球霸王III」運輸機（C-17 Globemaster III），飛往伊拉克展開年末慰勞之行。

彭斯與凱倫先抵達伊拉克庫德斯坦首府艾比爾（Erbil），與總統巴爾扎尼（Nechirvan Barzani）進行重要會談，此行被視為在川普下令美軍撤出敘利亞北部、造成當地庫德族人心惶惶後，一種穩定與拉攏盟友之舉。

緊接著他與夫人則前往阿薩德空軍基地（Al-Asad Air Base），探視剷除伊斯蘭國（IS）「哈里發」巴格達迪（Abu Bakr al-Baghdadi）的部隊，並為官兵帶來美味的火雞等食材，得到當地美軍熱烈歡迎。

抵達後不久，彭斯也致電伊拉克總理阿卜杜勒-邁赫迪（Adil Abdul-Mahdi），表達此行來訪的用意和情況，並詢問抗爭相關後續發展。

仍未與伊拉克高層會面

不過，從川普與彭斯兩人密訪伊拉克的行程，卻能發現有高度雷同之處。第一是都沒有前往首都巴格達，或直接與該國領袖會面；第二則是與前總統布希（George W. Bush）和歐巴馬（Barack Obama）一樣，都前往伊拉克西部的阿薩德空軍基地訪問。
