一場介於高層與第一線指揮官之間的口水戰，疫情延燒的當下，正在美國海軍（US Navy）內部掀起波瀾。

原任羅斯福號航母（USS Theodore Roosevelt）艦長的克羅澤上校（Brett Crozier），為了讓艦上官兵能避免感染，透過公開信對外「求援」，向五角大廈喊話，雖成功讓部屬前往關島（Guam）檢疫，他的舉動卻引發海軍高層不滿，隨即遭代理部長莫德利（Thomas Modly）拔除艦長職務，就此點燃爭議引信。

《路透》（Reuters）報導，由《海軍時報》（Navy Times）率先披露、從內部外流錄音中發現，代理部長莫德利對內痛批克羅澤上校，不僅以背叛形容他的舉動，更認為克羅澤惹出了一大爭議。

「我認為，在當前的時代，這類資訊不應該公諸於世。（克羅澤）的行為若不是太天真、就是太過愚笨，不符合一名航母指揮官的角色。明顯地、他是刻意而為之。」

在遭到輿論和媒體大肆砲轟後，莫德利於拔除羅斯福號航母艦長第五天，也自行向部長提出辭呈，並獲得埃斯柏批准，改由陸軍次長麥可弗森（Jim McPherson）代理其海軍部長職缺。

這名新任代理部長是法律專業出身，過去擔任陸軍、海軍等多機構的軍法官職務。

此報導一出，隨即引起輿論和國會撻伐，莫德利也在稍早公開道歉，表示他並不認為前艦長是愚笨或過度天真的人，同時對所有羅斯福號成員與上校家人表達誠摯歉意。

隨著莫德利的態度大轉變，外界也好奇，第一時間支持他拔除艦長指揮職務的防長埃斯柏（Mark Esper）與總統川普（Donald Trump），接下來是否會繼續支持莫德利，或是與國會議員一樣，要求這位尚未真除的代理部長自請下台，將成為美國媒體近期關注的焦點之一。

從2019年11月上任、現任美國代理海軍部長的莫德利，畢業於海軍學院、曾是一名直升機飛行員，擁有7年軍官資歷的他，在取得哈佛大學和喬治城大學雙碩士學位後，任教於美國空軍官校多年。

莫德利後來轉任普華永道（PwC）事務所，擔任政府國防事務的總經理，2017年9月被川普延攬入政府，出任海軍次長一職。

目前已全數登岸的羅斯福號船員，已有173人確診感染新冠肺炎，艦長克羅澤上校也是病患之一，其餘成員也進行隔離管制中。為此，除了眾議院多人抨擊海軍，參議員布魯蒙索（Richard Blumenthal）也要求白宮撤換莫德利，並全面展開內部調查，表達對前任艦長舉動的支持。
