神學士在8月15日入主首度喀布爾之後，神學士便宣布阿富汗戰爭結束，並且逐漸展開過渡政府的工作，總統賈尼、央行與內政部長等都逃往國外。

在此當下，《印度斯坦時報》報導稱，阿富汗抵抗蘇聯民族英雄「潘傑希爾雄獅」馬蘇德（Ahmad Shah Massoud）之子艾哈邁德（Ahmad Massoud）正在北部潘傑希爾谷地（Panjshir，波斯語意思為五隻獅子）省召集人馬，準備反抗神學士的統治。該地是目前神學士唯一尚未征服的地方，緊鄰首都喀布爾。

艾哈邁德今年32歲，畢業於倫敦國王學院並且受過英國的軍事訓練。這批反抗軍再次舉起北方聯盟的旗幟對抗神學士。北方聯盟又稱「拯救阿富汗伊斯蘭聯合陣線」，主要由塔吉克人組成，在1996年神學士統治期間就反對其統治，受到西方承認並支持，2001年美軍入侵後，不少成員成為阿富汗政府的核心。潘傑希爾雄獅馬蘇德就曾擔任北方聯盟軍事領袖，但在2001年911前兩個月遭到基地組織暗殺身亡。

BBC阿富汗裔記者哈金（Yalda Hakim）也在16日貼出反神學士人馬開會的照片，會議室牆上掛著馬蘇德的照片。參與者還有前副總統薩雷（Amrullah Saleh）。薩雷也在推特上表示根據憲法，由於總統賈尼已經逃難出國，因此他接任成為代理總理，他呼籲各地領袖支持他。

不少逃出神學士進攻的士兵也逃到此處聚集，《Nation》報導指出，該處已經成為抵抗神學士最後的基地，由於只有一條路進出，易守難攻，即便在神學士第一次統治時期也未能納入掌控。由於擔心多數為普什圖族的神學士欺壓少數民族，一些哈扎拉人（Hazara ）和塔吉克人也來到此處避難。

目前媒體報導的訊息仍不多，不清楚這支反抗軍有多少人，有多少武力。另外神學士拿下整個阿富汗和入主喀布爾後，截至18日為止，尚未有任何一個國家承認其政權。
